This is a description of the Navarrese found in the Pilgrim's Guide to Santiago de Compostela (in the Codex Calixtinus), and is from the 12th century. The "Scotorum" refered to may, in fact, be Irish rather than Scottish.
This shouldn't need saying, but I've learned from past experience: This is not a description of a belted plaid or kilt of any kind! Not all male skirts are kilts!
